1.0 AGRICULTURAL SEED AGENCY (ASA)

Agricultural Seed Agency (ASA) is a semi autonomous body within the Ministry of Agriculture Food Security and Cooperatives established under the Executive Agencies Act. No. 1997 AS EMENDED IN 2009. The key functions of the Agency include production, processing and marketing of improved agricultural seeds.
ASA is looking for a dynamic, innovative and visionary Tanzanian who has the technical and managerial competence required to provide the type of strong leadership and efficient management that ASA requires.
1.1 BUSINESS SUPPORT MANAGER -1 POST(RE- ADVERTISED)
1.1.1 REPORTS TO: Chief Executive
1.1.2 DUTY STATION: Head Office, Morogoro

1.1.3 DUTIES AND RESPONSIBILITES
• Advice the Chief Executive in all matters related to administration of Finance and Human Resources as well as management of assets.
• Establishment and maintain effective and efficient finance management system.
• Coordinate and supervise all activities related to Human resources which include recruitment, wage and salary administration, staff benefit and training.
• Prepare annual budgets, budget reviews and revenue and expenditure reports.
• Coordinate and supervise all activities related to materials management.
• Prepare quarterly and annual financial report.
• Any other related duties as may be assigned to by the Chief Executive.

1.1.4 QUALIFICATIONS AND EXPERIENCE
• Master’s Degree either in Finance,Accounting or Commerce
• Working experience of not less than twelve (12) years in relevant field of which five years in senior positions.

1.1.5 REMUNERATION
• Attractive remuneration package will be offered to the successful candidate based on ASA salary scale ASASS 10.
2.0 BUSINESS REGISTRATIONS AND LICENSING AGENCY (BRELA)

BRELA is a semi-autonomous Executive Agency under the Ministry of Industry and Trade (MIT). It was established under the Government Executive Agency Act No. 30 of 1997, and formally launched on the 3rd December, 1999. The main responsibility of the Agency is to ensure that businesses operate in accordance with the laid down regulations and sound commercial principles. Its key functions are registration of companies, both local and foreign; registration of Business Names; registration of Trade and Service Marks; Granting of patents and issuing of industrial licensing.

2.1 BUSINESS SUPPORT MANAGER - 1 POST

2.1.1 JOB SUMMARY
Oversee the effectiveness and efficiency of Financial, Panning, Human Resource Management and Administrative policies; to ensure that the Agency fulfils its statutory obligations and customer satisfaction.
2.1.1 REPORT TO

Chief Executive Officer
2.1.2 DUTIES AND RESPONSIBILITIES
• Responsible for the planning, co-ordination and control of all financial, accounting, insurance, Human Resource and Administration activities of the Agency.
• Coordinating all strategic issues pertaining to BRELA and ensures compliance of all regulations in relation to BRELA’s rights and obligations are provided to management in a timely manner.
• Operationalize the approved budget and utilize the same within the procedures set out in the financial regulations and institutes expenditure control mechanisms, including budgetary controls, authority levels, limits and counterchecks and provides feedback.
• Coordinating the preparation of long term, short term and annual corporate plans, and implementation timeframes, action plans, identifies resource requirements and persons responsible and contributes to the preparation of the corporate strategic plan.
• Design, develop, review and oversee the implementation of policies and strategies of management, acquisition and use of fixed assets, inventories, debtors, cash resources, purchases and supplies of goods and services, donor assistance and funding, pricing of goods and services and accounting policies.
• Work closely with other management staff to determine and implement specific technical needs and priorities of the Agency.
• Overseeing information technology (IT) departments, support managers are responsible for maintaining a dynamic knowledge base of technical solutions to ensure that the Agency’s IT infrastructure is as efficient and productive as possible.
• Carry out annual appraisal of performance and oversees staff development within the entire Agency and ensures their contribution towards achieving organizational objectives and goals.
• Responsible for supervision and preparation of strategic plan for the agency.
• Provide regular report highlighting resourcing status, performance management status, engaging action plans and other HR action items.
• Develop individual objectives/targets and performance standards as part of the individual performance agreement.
• Perform any other duties as may be assigned from time to time.

2.1.3 QUALIFICATION AND EXPERIENCE
• Bachelor Degree either in Business Administration, Commerce or Human Resource Management with Master’s in Business Administration or Master’s in Public Administration and working experience of at least 10 years in the relevant field in a reputable institution. Possession of computer application skills is a must.

2.1.4 KNOWLEDGE, SKILLS AND ABILITIES
• Being organized and proactive, with a strong attention to detail, able to process complex information and produce ad-hoc reports, papers and presentations to support efficient and informed decision making.

2.1.5 INDUSTRIAL LICENSING MANAGER - 1 POST
2.1.6 JOB SUMMARY

Administer and supervise Licensing processes as per the National Industries (Licensing and Registration) Act.
2.1.7 REPORT TO

Chief Executive Officer
2.1.8 DUTIES AND RESPONSIBILITIES
• Directing and supervising all operations in the division of Industrial licensing and to ensure that all tasks are carried out effectively and efficiently
• Receiving applications for Industrial License, checking validity of the documents and prepares Board Paper to be tabled before the Industrial Licensing Board Meeting.
• Conduct assessment of the application for Industrial license.
• Prepare recommendations on all applications and presents them to the industrial licensing Board for decision making.
• Call and organize the Industrial licensing Board meetings, also to take minutes and documents deliberations of the Board.
• Notify all applicants for Industrial License the outcome of the Board meeting.
• Issuing Certificate of Registrations which have been approved by the Industrial Incising Board.
• Cancelling an Industrial License for failure of implementation of project and make report available to the Industrial Licensing Board.
• Conduct open performance review and appraisal of subordinates and gives feedback.
• Perform any other duties as may be assigned.
2.1.9 QUALIFICATION AND EXPERIENCE
• Bachelor Degree in Economics or equivalent with Master’s in Business Administration and working experience of at least 10 years in the relevant field, and must be computer literate.

3.0 THE GOVERNMENT PROCUREMENT SERVICES AGENCY (GPSA)

The Government Procurement Services Agency (GPSA) was established under the Executive Agency Act CAP 245 R.E 2009 and came into effect through Government Notice (GN). No. 235 of 7th December 2007 and its amendments through Government Notice No. 133 of 13th, April, 2012 7

3.1 REGIONAL MANAGER - 8 POSTS
3.1.1 DUTIES AND RESPONSIBILITIES

• Manage all GPSA Properties in the Region;
• Prepare Plan and Report as per GPSA Financial and operational Manuals;
• Provide Procurement Professional Assistance;
• Facilitate on availability of adequate supplies;
• Represent the Chief Executive at all Regional meetings that require the input of the Chief Executive;
• Conduct review of stocks levels at regional level and report accordingly;
• Coordinate proper receipt and issue of unallocated stores to MDAS/LGA;
• Carry out stock taking, test-check of unallocated stores and prepare Combined Depot Transfer Vouchers for goods to be transferred;
• Plan, organize and supervise, repair and maintenance of ICT equipment.
• Make follow up and ensure availability of internet services.
• Facilitate collections of pes requirement in the region;
• Supervise tendering process for common use items and services;
• Collect copy of call off orders from pes and submit the report to the headquarters
• Perform any other related duties as may be assigned.

3.1.2 QUALIFICATIONS AND EXPERIENCE
• Bachelor Degree/Advanced Diploma either in Procurement, Logistics, Operations Management, and Business Administration/Commerce with bias in Procurement from recognized institution. Masters or Postgraduate Diploma in similar fields will be an added advantage;
• Must be registered with NBMM or PSPTB;
• Must possess CSP/CPSP or equivalent qualifications;
• Should have at least 7 years relevant working experience in public service; and
• Must be computer literate.

3.1.3 SALARY SCALE: GPSA 9

4.0 GEOLOGICAL SURVEY OF TANZANIA (GST)

The Geological Survey of Tanzania was established as a Government Executive Agency in October 2005 under The Executive Agency Act No. 30, [CAP 245] of 1997, establishment order, 2005, Government notice no: 418 published on 9/12/2005. 8
4.1 PRINCIPAL ACCOUNTANT I - 1-POST
4.1.1 DUTIES AND RESPONSIBILITIES

•Preparing and submitting revenue reports to the Supervisor.
• Reviewing and proposing amendments to accounting manuals, standards, financial policies and procedures.
• Providing technical guidance and training to subordinates.
• Monitoring the implementation of corporate plan and medium-term expenditure budget.
• Checking and supervising accounting operations.
• Drafting response to management letters.
• Verifying the updated payroll and datasheet.
• Supervising the preparation of quarterly, semi-annual and annual financial reports.
• Providing technical inputs on amendments to accounting manuals, standards, financial policies and procedures.
• Supervising the preparation of final accounts and statements in accordance with accepted accounting principles.
• Supervising the training to subordinates in the unit.
• Supervising the implementation of corporate plan and medium-term expenditure budget.
• Supervising accounting operations.
• Reviewing the response to management letters.
• Supervising the preparation of GST’s annual budget.
• Maintaining audit queries register and preparing progress report.
• Following up on unpaid bills to GST.
• Assisting the Finance and Accounts Manager in providing financial information as required.
• Directing Accounts staff in collecting, classifying, recording and reconciling of accounting data.
• Providing for an adequate external auditor that will safeguard the assets of the Agency, checking the accuracy and reliability of accounting data and encouraging adherence to prescribing accounting policies.
• Conducting Open Performance Review and Appraisal (OPRAS) of subordinates and giving feedback.
• Performing any other official duties as may be assigned by the immediate Supervisor.
4.1.2 QUALIFICATION AND EXPERIENCE

• Master’s Degree or equivalent with a first degree majoring in Accountancy from a recognized institution; CPA (T) or equivalent and, with at least nine (9) years work experience in the relevant field. Must be computer literate and application skills in various accounting computer packages is a must.

5.0 GOVERNMENT CHEMIST LABORATORY AGENCY (GCLA)

The Government Chemist Laboratory Agency is an Executive Agency under the
Ministry of Health and Social Welfare. The Laboratory is Mandated in carrying out laboratory testing, Industrial and natural products samples; Forensic and
Toxicological samples; regulate and control Human DNA (regulations) Act. Cap
182. The Agency is expected to better meet the requirements of its customers and public in general.
5.1 MANAGER MICROBIOLOGY ANALYSIS SECTION – 1 POST(RE-ADVERTIZED)
5.1.1 DUTIES AND RESPONSIBILITIES
• Facilitate microbiological examination of food, drugs, water, Chemicals products and their raw materials;
• Develop and conduct sampling and testing programs, including Quality Assurance (QA) and Quality Control (QC) for the section;
• Review, and Validate analytical methods
• Prepare technical reports of tested samples and provision of consultancy services;
• Prepare monthly, quarterly, and annual summary of samples analyzed;
• Initiate and conduct researches relevant to the section;
• Represent the GCLA in court proceedings; and
• Develop and implement section plans and budgets.

5.1.2 QUALIFICATIONS AND EXPERIENCE
• Master’s Degree either in Chemistry, Biochemical Engineering, Food Science and Technology, Microbiology, Biochemistry or Biotechnology, from recognized higher learning institutions.
• Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

5.1.3 SALARY SCALE: GCS 10.1

5.1.4 MANAGER MARKETING, CUSTOMER CARE AND PUBLIC OUTREACH SERVICES SECTION– 1 POST(RE-ADVERTIZED)
5.1.5 DUTIES AND RESPONSIBILITIES
• Explore new markets and advise the management;
• Develop and formulate policy and strategies to promote business;
• Conduct market research to identify market shares;
• Implement marketing policy and evaluate the results; and to monitor business trends in the existing markets
• Supervise junior staff.
• Develop and implement the use of public relations material such as pamphlets, brochures, and posters for promoting the centre’s various programmes and image;
• Advice and supervise in the establishments of efficient reception system and procedures.
• Coordinate and facilitate information flow to respective customers and
• Liaise with organizers of stakeholders meetings

5.1.6 QUALIFICATIONS AND EXPERIENCE
• Master’s Degree either in Marketing or Public Relations.
• Must possess Computer literacy.
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

5.1.7 SALARY SCALE: GCS 10.1

5.1.8 HEAD PROCUREMENT MANAGEMENT UNIT – 1 POST(RE-ADVERTIZED)
5.1.9 DUTIES AND RESPONSIBILITIES
• Supervise preparation of procurement plan, budget and control of resources of the procuring entity;
• Ensure conformity with public procurement act, its regulations and guidelines;
• Evaluate all procurement requirements and recommends the most appropriate procurement procedure;
• Plan and control inventories;
• Supervise disposal of surplus assets and obsolete stock;
• Storekeeping;
• Maintain and monitor stocks; and
• Support the functioning of the tender board

5.1.10 QUALIFICATIONS AND EXPERIENCE
• Master’s Degree either in Procurement and Logistics Management, Procurement and Supplies Management or Procurement and Supply Chain Management.
• Must be a Certified Procurement and Supplies Professional (CPSP).
• Must possess Computer literacy.
• Must be registered by Procurement and Supplies Professionals and Technicians Board (PSPTB).
• Should have at least nine (9) years working experience in related field, two (2) of which in a senior position.

5.1.11 SALARY SCALE: GCS 10.1

6.0 THE MWALIMU NYERERE MEMORIAL ACADEMY- (MNMA)

The Mwalimu Nyerere Memorial Academy is a higher learning institution under the Ministry of Education and Vocational Training. The Academy was established by Act of Parliament No. 06 of 2005 to provide training, research and consultancy services.
6.1 ASSISTANT LECTURER GEOGRAPHY- 1 POST
6.1.1 DUTIES AND RESPONSIBILITIES
• Teach Certificates ,Diploma and Bachelor’s Degree
• Conduct Seminars, research and case studies
• Produce Teaching materials manuals
• Supervise Student’s Projects
• Undertake Consultancy and Community services
• Counsel and guide students in academic matters
• Carry out any other duties as may be assigned by supervisor

6.1.2 QUALIFICATION AND EXPERIENCE.

Master’s Degree in Geography and must have a GPA of 3.5 or above of undergraduate studies.

6.1.3 REMUNERATION.

6.2 LECTURER ECONOMICS- 1 POST
6.2.1 DUTIES AND RESPONSIBILITIES
• Teach up to NTA Level 8 for holders of Bachelors Degree and up to NTA Level 9 for holders of Masters Degree
• Undertake individual research and participate in bigger multi-disciplinary Research Projects
• Provide close supervision and guidance to students in building up their practical and research projects
• Develop and review existing curricula
• Produce teaching manuals
• Undertake consultancy and community services
• Supervise junior teaching staff
• Carryout any other duties as may be assigned by the head of Department

6.2.2 QUALIFICATION AND EXPERIENCE.
• PhD in Economics or Master’s Degree in Economics with working experience of at least five years and has published at least five consultancy/researches in the relevant field. He must have a GPA OF 3.5 or above of undergraduate studies.

6.2.3 REMUNERATION.
• Attractive remuneration package in accordance with the Institution’s Salary Scale: PHTS 3.1

6.3 ASSISTANT LECTURER LIBRARIAN- 1POST
6.3.1 DUTIES AND RESPONSIBILITIES
• Search on the information needs of users
• Teach up to NTA level 8 (bachelor’s degree)
• Identify materials to be ordered by the library
• Prepare learning resources for tutorial exercises
• Ensure proper use of library collections
• Conduct research and case studies
• Supervise library assistants and assistant librarian trainee
• Carry out consultancy and community services
• Assists in preparation of budget for library furniture, books and periodicals
• Carry out cataloguing of books and periodicals
• Carry out any other duties as may be assigned by supervisor

6.3.2 QUALIFICATION AND EXPERIENCE.
• Master’s Degree in Librarianship or equivalent qualification and must have a GPA of 3.5 or above of undergraduate studies.

6.3.3 REMUNERATION.
• Attractive remuneration package in accordance with the Institution’s Salary Scale: PHTS 2.1

6.4 SENIOR TECHNICIAN- 1POST
6.4.1 DUTIES AND RESPONSIBILITIES
• Supervise cleaning services at the Academy.
• Plan and supervise estate maintenance activities.
• Maintain up to date records of estate and assets.
• Keep proper records of inventories of equipment in Academy’s houses.
• Inspect and make sure that all houses of the Academy are in good and safe condition
• Recommend repairs and maintenance of Academy’s buildings
• Supervise junior staff of the section.
• Carry out any other duties as may be assigned by supervisor

6.4.2 QUALIFICATION AND EXPERIENCE.
• Bachelor’s Degree either in Civil Engineering, Land Management and Evaluation, Building Economics or Environmental Engineering from a recognized institution. He must have work experience of at least three years.

6.4.3 REMUNERATION.
• Attractive remuneration package in accordance with the Institution’s Salary Scale: PGSS 14.1

7.0 UNIVERSITY OF DAR ES SALAAM (UDSM)

The University of Dar es Salaam (UDSM) is a public university in Dar es Salaam, Tanzania. It was established in 1961 as an affiliate college of the University of London. The university became an affiliate of the University of East Africa (UEA) in 1963, shortly after Tanzania gained it’s from the United Kingdom. In 1970, UEA split into three independent universities: Makerere University in Uganda, the University of Nairobi in Kenya, and the University of Dar es Salaam.

7.1 LABORATORY SCIENTIST I 1 POST (RE- ADVERTISED)
7.1.1 DUTIES AND RESPONSIBILITIES
• Organizes practical for undergraduate students;
• Participates in consultancy projects under close supervision of senior staff;
• Assists academic staff in their research and development activities;
• Plans and supervises maintenance of laboratory/workshop facilities;
• Guides technicians and artisans in their daily activities and
• Performs any other duties that may be assigned to her/him from time to time.

7.1.2 QUALIFICATIONS AND EXPERIENCE
• Bachelor of Science/Advanced Diploma in Survey/Geometrics from a recognized institution with at least four years relevant working experience in a similar position.

7.1.3 REMUNERATION

8.0 LABORATORY ENGINEER I - HIGHWAY 1 POST (RE- ADVERTISED)
8.1 DUTIES AND RESPONSIBILITIES
• Organizes practical’s for undergraduate students;

• Bachelor of Science / Advanced Diploma in Highway Engineering with at least four years’ experience in a similar position.

9.0 THE PUBLIC PROCUREMENT REGULATORY AUTHORITY (PPRA)

The Public Procurement Regulatory Authority (PPRA) is a regulatory body established under the Public Procurement Act No. 21 of 2004. The Authority is charged with regulatory functions and vested with oversight powers and responsibilities on all public procurement activities of all public bodies in the mainland Tanzania. Objectives of PPRA is to ensure the application of fair, competitive, transparent, non-discriminatory and value for money 15

procurement standards and practices, harmonize the procurement systems in Tanzania between the local and central governments, set standards for the public procurement systems in Tanzania, monitor compliance of procuring entities and build procurement capacity in the country.
PPRA is hereby inviting applications from qualified and experienced Tanzanians to fill in the vacant positions described below:-
9.1 SENIOR STATISTICIAN – 1 POST
9.1.1 DUTIES AND RESPONSIBILITIES
• To manage records and statistics;
• Analyze information to be disseminated to various stakeholders;
• Plan and implement tasks for data management and manipulations;
• Prepare standard reports on regular interval for administrative purpose;

2.0 THE PARLIAMENT OF TANZANIA

The Tanzania Parliament derives its mandate from the Provisions of Article 62 of the Constitution of United Republic of Tanzania, (Cap.2) of the Revised Laws of Tanzania, 2002 Edition.

2.1 DIRECTOR OF THE BUDGET DEPARTMENT- 1 POST

2.1.1 DUTIES AND RESPONSIBILITIES

 Render advice to the Budget Committee on preparation of Budget guidelines and revenue sources,

 Advise Government Budget implementation, Monitoring and evaluation plans,

 Analyse and advise the Budget Committee on financial bills that are to be presented before the House,

 Research, analyse and advise the Budget Committee on financial and monetary policies proposed by the Government,

 Render general advice on the Government Budget to the House and its Standing committees,

 Advise the Government on the proposed National Development plan,

 Prepare and make follow up on the implementation of the Budget of the National Assembly Fund,

 Monitor and evaluate the implementation of the National Assembly Corporate Plan and Development project,

 Evolve plans for resource mobilization in order to implement Bunge Projects and programs and

 Supervise Heads of Budget Scrutiny Section, Planning Section, Monitoring and Evaluation Section and Revenue Sources Section.

 

2.1.2 QUALIFICATIONS AND EXPERIENCES

 Master`s degree either in Economics, Planning or Budget Management,

 Must have working experience in budget analysis and planning not less than ten (10) years in either public or private sectors,

 Must have ability to build team work in the parliamentary set-up and

 PhD in the relevant fields will be an added advantage

2.1.3 REMUNERATION

3.0 TANZANIA TOURIST BOARD (TTB)

The Tanzania Tourist Board (TTB) is a Government Organization established under the Tanzania Tourist Board Act. CAP 364. RE 2002 of the Laws of the United Republic of Tanzania. The main function of the board include the promotion of Destination Tanzania, encouraging tourism development and fostering an understanding within Tanzania and outside Tanzania of the importance and economic benefits of the tourist industry.

3.1 MANAGING DIRECTOR - 1 POST

3.1.1 DUTIES AND RESPONSIBILITIES

 Responsible for the overall management of the Board,

 Responsible for all policy and operational matters,

 Provide the vision, strategic direction and guidance in every area of the board’s operations,

 Be responsible for clarification and implementation of policies and procedures laid down by the Board of Directors for the achievement of the Board`s objectives,

 Responsible for the proper and timely implementation of the decisions and resolutions made by the Board from time to time,

 Responsible for all operations/performance activities of the Board and ensure proper allocation and utilization of resources in order to increase efficiency,

 Responsible for preparation of performance plans, periodic reports and submit them to the Board of Directors and other relevant authorities,

 Provide a link between the government and the donor community through the ministry responsible for tourism, the treasury and other state organs and

 Perform such other relevant duties as may be directed by the Board of Directors from time to time.

 

3.1.2 QUALIFICATIONS AND EXPERIENCES

 Master’s degree either in Tourism Management, Business Administration, Public Administration, Marketing Management, Economics or Law,

 A PhD holder in Tourism Marketing will be an added advantage for those who do not possess a Masters Degree in Tourism Management and

 The applicant must have at least ten (10) years of proven working experience of which five (5) years should be in a proven managerial capability and must have handled the position preferably in a tourism related organization.

1.0 TANZANIA TRADE DEVELOPMENT AUTHORITY (Tan Trade)
Tanzania Trade Development Authority (Tan Trade) was established by Act No. 4 of 2009 with overall objective of Developing and Promoting Trade both in domestic and foreign markets. Her establishment followed a repeal of the Acts of Parliament No. 15 of 1973 that created the Board of Internal Trade (BIT) which was responsible for Domestic Market Development and the Act of Parliament No.5 of 1978 that established the Board of External Trade (BET) that was responsible for Foreign Market Development. The mandates of the two defunct institutions are now vested on TanTrade which builds on the knowledge and vast experiences accumulated from the past.
CORPORATION SECRETARY - 1 POST
1.1.1 DUTIES AND RESPONSIBILITIES
 Head of the Legal Unit
 Ensure the implementation of the most appropriate standards of Corporate Governance.
 Ensure that the Authority’s properties and interests are properly insured with reputable insurance companies that are dully registered under the Insurance Act.
 Ensure that litigation and arbitration are duly attended to without undue delay and in a cost effective manner.

 Ensure proper custody of the Authority’s Seal and legal documents relating to the operations of the Authority i.e., Insurance Policies, Contract Documents and deeds, Minutes and Register of Licenses, title deeds, Memorandum of Understanding and any other related documents.
 Keep abreast with any new changes in Law that apply to the Authority’s operations and Programmes.
 Liaison with Government Ministries, Departments, Agencies and other Institutions involved in legal matters.
 Networking with the Attorney General’s Office, Law Reform Commission, Tanganyika Law Society and other related bodies.
 Draft all legal documents, regulations, briefs, orders, resolutions, and/all directions required to be issued by the Authority in accordance with its Establishment Act or any other Acts.
 Interpret, review and update various legal documents such as regulations, orders, Powers of Attorney, etc. issued by the Authority or on behalf of the Authority under its Establishment Act or for the interest of the Authority.
 Advise the Board of Directors and Management on legal matters and law generally.
 Provide legal interpretation and legal opinions/advice.
 Custodian of Board Papers, resolutions and advice the Director General on the implementation of Board’s Resolutions.
 File the resolutions accordingly.
 Ensure the Authority’s legal profile is maintained.
 Perform any other duties as may be assigned by the Director General
1.1.2 QUALIFICATION EXPERIENCE
 Master’s Degree in Law .(LLM)
 Should be registered with the High Court of Tanzania as an advocate.
 At least twelve (12) years proven working experience in Law,
 Seven (7) of which in a senior position in a reputable organization.
 Knowledge on research and research findings interpretations.

1.2 TRADE POLICY, PLANNING AND FACILITATION MANAGER- 1POST
1.2.1 DUTIES AND RESPONSIBILITIES
 Head of Trade Policy, Planning and Facilitation Section
 Advice the Director of Research Planning and Capacity Building in formulating research and planning strategies in line with the Authority’s business strategy.
 Manage all departmental plans.
 Provide advice on trade policy management.
 Support efforts to design and implement trade development strategies by initiating advocacy measures to stimulate both domestic and international trade.
 Manage capacity building measures in order to develop and consolidate the capability of local enterprises and other business operators (SMEs) to trade locally and internationally.
 Ensure coherence and complementarities between trade policy and other development policies.
 Supervision of all SME development and capacity building programs of TanTrade
 Provide key role in preparation of Strategic Plan and annual plans

 Manage initiative of advising the Government on when to initiate safeguard action as per relevant WTO trade remedies and on the management of the trade remedies scheme.
 Manage provision of consultancy services related to sourcing of imports which are beneficial to Tanzania in terms of BoP, Product standards and value for money.
 Manage activities of advising government on issues of national interest on international trade negotiations at the bilateral, regional and multilateral levels.
 Manage TanTrade initiatives of advising the Government on the integration of multilateral trade rules at the bilateral, regional and multilateral levels.
 Represent TanTrade in Trade Negotiations and other forums.
 To recommend policy proposals, plans of action and programs on general trade issues, particularly trade liberalization and trade policy review to the Government.
 Monitoring TanTrade development programmes and provision of essential assistance where and when required.
 Overseeing the planning and execution of special research events which are in line with TanTrade’s strategic plan.
 Measure and monitor progress towards the achievement of country programme goals, advising on re-orientation and corrective action where necessary.

 Manage the planning, coordination and administration of the Dar es Salaam International Trade Fair and other exhibitions.
 Manage coordination of outgoing and incoming trade missions.
 Manage coordination of promotion activities of Trade Fairs and exhibitions support organized by the Authority
 Manage issuing of permit to exhibitions organizers.
 Keep abreast of current and future client demands, world trade situation and activities within the country, and provide up-to-date relevant information to exhibitors.
 Participate in the development of new technical cooperation approaches, in line with changing customer needs, specifically geared towards the needs of the business community, Trade Support Institutions (TSIs) and enterprises.
 Advice business community on upcoming events (trade fairs, conferences, seminars, trade missions, etc.), and suggested next steps, to assist them to take full advantage of business opportunities.

 Assist the Director of Finance and Administration in providing financial information whenever required
 Assist the Director of Finance and Administration in handling investment projects of the Authority
 Prepare Final accounts, budget and budget controls
 Direct implementation of accounting functions by ensuring collection, classification, recording and reconciliation of accounting data
 Prepare in accordance with accepted accounting principles, the consolidated annual accounts of the Authority
 Initiate and recommend improvements in accounting system
 Manage the internal accounting and record keeping work for the Authority

 Enhance and maintain a good corporate image of the Authority with regard to trade development.
 Build, manage and maintain media relations with the government and its ministries, agencies, institutions and customers.
 Keep the general public informed of all relevant events and developments with regards to the Authority’s activities and programs.
 Recommend new or amend procedures for obtaining and reporting information in areas where, either inadequate or not available in accordance with the needs of the Authority.

1.7.1 DUTIES AND RESPONSIBILITIES
 Advisor to the Director General and Board of Director on all internal control procedures within the Authority
 Ensure timely preparation of work programmes for the audit of the departments and monitoring audit work to ensure efficient execution of work programmes as prepared.
 Ensure that presentation and regular review of Internal Audit work programmes are strictly adhered to at all times.
 Formulate and recommend short and medium term plans of the Internal Audit Section.
 Keep the Director General and Board of Directors informed at all times of the progress and problems of the Internal Audit Section and the whole Authority in relation to audit work.
 Set and continuously evaluate departments performance with the view of maintaining high standards and keeping the staff morale high

2.0 COLLEGE OF BUSINESS EDUCATION (CBE)
The College of Business Education is established by Act of Parliament No. 31 of 1965. College of Business Education is a training Government Executive Agency operating ‘semi’ autonomously and commercially in providing education in Accountancy, Procurement & Supplies Management and other business related disciplines.
2.1 ASSISTANT LECTURER (ACCOUNTANCY) – 1 POST (READVERTISED)

3.0 TANZANIA PUBLIC SERVICE COLLEGE (TPSC)
The Tanzania Public Service College (TPSC) is a Government Executive Agency established in 2000 as a direct response to fill a void for a sustainable public service training institution. TPSC offers programmes that are directly linked to Government

business agenda and demand driven. As the demands for the public service to offer quality services at affordable costs increase, it is imperative that the service should be staffed with competent personnel.  Performs the recording of examination papers which have been printed and folded;
 Packages folded examination papers in boxes ready for centering;

6.11.2 QUALIFICATION AND EXPERIENCE
 CSEE and Certificate in Graphics Art & Printing, Diploma in Binding Technology or equivalent qualifications from a recognized Institution.
 At least seven (5) years working experience in a related field.

 Drives NECTA vehicles skillfully;
