Position Objective:
To provide administrative and secretarial support to all Secretariat functions, and ensuring the smooth running of the office on a day to day basis.
Key Responsibilities

Customs And Trade Facilitation Specialist
Position Objective:
To provide leadership on customs and trade facilitation initiatives necessary for creating an enabling environment for the smooth and cost-effective flow of goods and persons along the corridor.
Key Responsibilities:
Build an inventory of international, regional and bilateral conventions and other legal instruments for transit and trade facilitation that relate to customs administration, assess the state of their adoption and implementation in DCC member states, and drive the necessary policy dialogue to address observed gaps;
Generate policy dialogue on best practices related to transit and trade facilitation in customs administration and international trade regulation, and make recommendations for their adoption in respective corridor countries;
Provide timely updates to corridor users on any changes in customs rules and/or regulations affecting transit operations, advising relevant stakeholders of the impact on transit operations;
In collaboration with the Customs Working Group of the DCC, build a database of relevant non-tariff measures impacting on transit operations, and develop a work plan for their progressive resolution;
Build functional relationships with regional bodies, customs authorities, and relevant private sector associations to keep corridor stakeholders abreast with relevant developments on the international; regional and local scenes;
Qualifications and experience
Master's degree in a relevant field, Customs, Law, Economics, Finance, Business or Public Administration;
Knowledge of customs and border procedures, customs modernization, revised Kyoto Convention and risk management techniques, customs IT infrastructure, equipment and systems, including ASYCUDA, cargo tracking systems, and regional guarantee schemes;
Minimum 6 years managerial experience in customs, trade facilitation, or in a trade regulation environment;
Knowledge/experience in regional integration and/or corridor organization and functions, .with respect to customs, and trade facilitation theory and practice;

Position Objective:
To coordinate and facilitate the adoption of international best practice in supply chain management to enhance efficiency of supply chains along the corridor.
Key responsibilities:
Assess fluidity of supply chains for commodities transiting the corridor and facilitate dialogue at various levels to continuously improve the performance of the supply chains, in collaboration with the Transport Working Group of the DCC;
Assess the efficiency of corridor transport systems, with emphasis on multimodal transport, periodically assessing infrastructure conditions, institutional arrangements, procedures and practices, as well as the policy environment, to facilitate policy and other dialogue for their continuous improvement;
Build up an inventory of procedures, document requirements and charges through the supply chain of key commodities transiting the corridor, and collaborate with respective agencies and the Transport Working Group for the simplification and harmonization of procedures, reduction of trade and transport related barriers, and adoption of international best practice in determining and implementing transit regimes;
Collect and analyze data on corridor performance to identify and unpack choke-points, with special emphasis on the impact of non-tariff measures, and collaborate with respective agencies and the Transport Working Group to develop and implement effective remedies;
Build functional relationships with regional bodies, international cooperating partners and relevant private sector associations to keep corridor stakeholders abreast with relevant developments on the international, regional and local scenes;


Qualifications and experience


Master's degree in Transport, Logistics, Supply Chain Management, Business Administration, or other relevant qualification;
Knowledge of international transport/shipping and trade issues, including policy, legal, regulatory and institutional issues affecting the shipping industry (laws, rules, licensing procedures and the institutions enforcing them);
Minimum 6 years managerial experience in a transport/logistics or trade environment;
Knowledge/experience in regional integration and/or corridor organization and functions, with respect to trade facilitation theory and practice;
Broad understanding of the transport industry in the region. Experience on multimodal transport projects desirable;
Active membership of relevant professional bodies in Transport desirable (e.g. CILT);

1. FINANCIAL ANALYSIS

Update and review analysis of long outstanding balance of payable, receivable, advances and other account on the balance sheet within the Zone.

2. BUDGET MANAGEMENT
Facilitate preparation, review and submission of the annual operation plan/ budget of program/projects in line with partnership guidelines and update PBAS accordingly
Prepare periodic spending status for management decision.
Perform Monitoring of Project spending against budget through Variance Analysis, investigation and follow-up to respective project.
Support the Projects in Year-end Closing Process.


3. CAPACITY BUILDING
Facilitate capacity building in financial management for finance, Program staff and partners.
Oversee Implementation of Partnership Finance initiatives within the Zones.
Capacities building to finance staff on Sun system, Vision excel, Vision executive and Microsoft excel.
Finance Capacity Building – Performance Finance Capacity Building Needs Assessment and development related \ necessary Capacity Building Plans.
4. ASSET MANAGEMENT
Ensure that fixed asset database is updated every time fixed assets are purchased by projects/national office cost centers and that it is filled with adequate information.
Ensure that projects inventories are well managed.
Ensure that fixed asset reconciliation is done on Quarterly basis and reports are compiled from clusters.
Ensure that projects fixed assets are well managed within a cluster as well as inventories.


6. RISK MANAGEMENT
Audit Performance and Risk Management: – Support Zonal Managers in follow up of Management Responses to audit reports, implementation of previous audit recommendations, Analyze audit trends and recommend revisions to internal Control processes and systems.
Conduct continuous financial reviews of systems and procedures within all the clusters in the zone (100% vouching of all transactions) and monitoring visits to all projects\programs within the zone for risk assessment and mitigation.
Ensures sound internal control system is in place and continuously operational throughout the zone and any lapses or breakdowns including Frauds or misappropriations are timely reported.
Ensure all procurement transactions within the Zone are done as per WV procurement Policy.

• Assists in repairing machines and apparatus in the laboratories

• Assists in maintenance of specialized equipment/apparatus

• Assists in interpretation of preventive maintenance reports, follow-up and rectification of

detected faults

• Assists in checking on daily maintenance routines

• Assists in carrying out minor service, repair, installation works in carpentry, plumbing,

electrical, masonry and painting duties as assigned by the supervisor

• Assists in carrying out cleaning of machines, equipment and working environment

• Assists in recording and monitoring timely the performance of machines, installations,

buildings and other equipment using check lists and ensure economical and correct use

of the Bureau’s equipment
