The Energy and Water Utilities Regulatory Authority (EWURA) is an independent,
world class regulatory authority responsible for licensing, tariff regulation and
quality of service regulation of the electricity, water, petroleum and natural gas
sectors. EWURA has the following vacancies for which suitably qualified Tanzanian

1. PETROLEUM DIVISION

Post Title: Commercial Manager – Petroleum -1 Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Director of Petroleum

The Commercial Manager Petroleum will be responsible for carrying out
the coordination of all Petroleum sector performance and business
practice monitoring functions.


Main Duties and Responsibilities:

a) Ensure that license applications are in conformity with laid down
procedures and regulations and that the applicants conform to the
requirements of the sector legislations.
b) Monitor licensee compliance with applicable laws, regulations and
license terms and Conditions and prepare periodic reports for the
Director of Petroleum on licensee compliance and performance
yardstick to assist in the development of performance agreements
between the Authority and the licensees.
c) Monitor and report anti-competition behavior.
d) Monitor product demand and supply situation.
e) Monitor and analyze domestic market price of petroleum products and
make comparison with international prices and prepare reports for
public information.
f) Organize submission of information from all licensees regarding
petroleum products inventories and sales volumes and analyze such
data for continuous update of the central Register of Petroleum
Operations and the National Petroleum Information System.
g) Carry out any additional duties as may be assigned from time to time
by the Director of Petroleum.

Academic Qualifications and Experience

The ideal candidate for this position should have the following
qualifications and experience:

a) University Degree in Geology, Engineering (Petroleum or Chemical
Processing) or Earth Science from a recognized University;
b) Master or Postgraduate qualifications in relevant field or other fields
such as Business Administration;
c) Knowledge and Competence in Information and Communications
Technology (ICT) applications; and
d) Minimum of seven (7) years experience in senior position in the
petroleum industry.

2. ZONAL OFFICE


Post Title: Zonal Manager -1 Post

Duty Station: Mwanza Office

Reports to: Director of Corporate Affairs

The Zonal Manager will be responsible for administration of day to day
activities of Zonal Office and carrying out the coordination of monitoring of
regulated services with a Zone.

 Main Duties and Responsibilities:

a) To ensure that customer complaints are handled properly;
b) To provide support in ensuring timely and effective provision of
financial and administrative services to the zonal office.
c) To provide support in overseeing prudent management of the
Authority’s resources at zonal offices, including to keep records on
their utilization
d) To monitor compliance inspections to regulated suppliers as may be
directed by Divisional Directors;
e) Conduct pre-license inspections and monitor compliance to license
terms and conditions as may be directed by Divisional Directors;
f) Provide support to the awareness and public education activities in the
zone;
g) Act as spokesman of the zonal office under the direction of his/her
superiors; and
h) Carry out any additional duties as may be assigned from time to time
by superiors.

Academic Qualifications and Experience

The ideal candidate for this position should have the following
qualifications and experience:

a) University Degree in Law, Business Administration, General
Management, Economics or Engineering.
b) Possession of Master degree or Post graduate qualifications in any of
the above mentioned fields.
c) Knowledge and Competence in Information and Communications
Technology (ICT) application.
d) Knowledge and familiarity in Regulated Sectors will be an added
advantage.

3. LEGAL SERVICE DIVISION


Post Title: Principal Legal Officer – 1 Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Manager, Legal Services

Principal Legal Officer will be responsible for drafting, interpretation and
implementation legal and regulatory instruments and providing advice to
the Authority on legal aspect matters.

 Main Duties and Responsibilities:

a) To coordinate interpretation of all regulatory legislation and other
legal documents.
b) To assist in representing the Authority in matters of litigation.
c) To coordinate implementation of laws, regulations, rules, contracts,
agreements and other legal instruments, including providing legal
advice on internal matters such as Human Resources, procurement
and contracts for goods and services entered into by the Authority.
d) To provide inputs to research on legislation and other legal aspects
pertaining to regulated sectors and the role and functions of the
Authority.
e) To coordinate provision of legal inputs and advice to and settle
consumer complaints as well as from regulated suppliers.
f) To participate in consumer complaints hearing sessions.
g) To participate in drafting various legal instruments.
h) To effectively supervise and guide members of staff reporting on the
job.
i) To undertake any other duties as assigned by the supervisor.
j) Carry out any additional duties as may be assigned from time to time
by superiors.

Academic Qualifications and Experience

The ideal candidate for this position should have the following
qualifications and experience:

a) University Degree in Laws (LL.B) from a recognized university
b) Master degree in Law or any additional post graduate qualifications
in the field or others such as Business Administration.
c) Admission to the Bar is a must.
d) Knowledge and Competence in Information and Communications
Technology (ICT) application.
e) Possession of at least six (6) years work experience in relevant
fields.

Position Title: Senior Legal Officer – Licensing and Enforcement – 1
Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Principal Legal Officer –Licensing and Enforcement

Senior Legal Officer – Licensing and Enforcement will be responsible for
ensuring the Authority’s license rules, regulation and procedures are
consistency with the relevant legislation.

 Main Duties and Responsibilities:

a) To participate interpretation of all regulatory legislation and other
legal documents

b) To assist in preparing the Authority’s representation in matters of
litigation
c) To assist in interpretation of all regulatory legislation and other legal
documents
d) To assist in coordinating, drafting and updating concessions, lease
and license agreements in the regulated sectors

f) To assist in providing inputs to research on legislation and other

Post Title: Electricity Inspector – 1 Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Senior Electricity Inspector

Electricity Inspector will assist in monitoring of electricity regulated sector
to ensure the conformity with the Act and best practice.

Main Duties and Responsibilities:


a) To assist in coordination of process of overseeing effective and
efficient application of provisions of the Electricity Act in order to
ensure that environmental and safety aspects of electricity sector
are in conformity with provision of the Act and good industry
practices.
b) To assist in ensuring optimal provision of environmental and safety
inputs to regulating and controlling the distribution and sale of
electricity.
c) To participate in coordination of inspection of electrical installation
to ensure compliance with applicable industry standards.
d) To participate in reviewing performance and conduct of contractors
and wiremen to identifying malpractices.
e) To participate in inspecting various premises and recommend
correction or re-wiring.
f) To participate in inspecting premises damaged by electrical
accidents.
g) To participate in pre and post installation inspection of electrical
generators.
h) To undertake any other related duties as assigned by the
supervisor.

Academic Qualifications and Experience

The ideal candidate for this position should have the following
qualifications and experience:

a) University Degree in Electrical Engineering.
b) Knowledge and Competence in Information and Communications
Technology (ICT) application.
c) No prior work experience is required but possession of work
experience in related fields will be an added advantage.

5. CORPORATE AFFAIRS DIVISION

Post Title: Driver – 1 Post

Duty Station: EWURA Head Office – Dar es Salaam

Reports to: Assistant Administrative Officer

Driver will be responsible for driving and taking care of office vehicles.

Main Duties and Responsibilities:

a) Drive the Authority’s vehicles as assigned.
b) Maintain vehicles in good order.
c) Dispatch official correspondences.
d) To undertake any other duties as assigned by the supervisor.

Academic Qualifications and Experience

The ideal candidate for this position should have the following
qualifications and experience:

a) Form IV with Class C driving license.
b) Trade Test Grade II or Mechanics Certificate from a recognized
institution is a required.
c) Possession of not less than three (3) years work experience without
causing any accident.
d) Experience in VIP driving will be an added advantage

Qualifications and Experience:

Candidates should possess:

-A professional accounting qualification (i.e. CPA/ACCA etc or equivalent and recognized by NBAA).

- Minimum of five years hands-on accounting experiences in private sector or development field.

-Excellent organizational and communication skills and ability to work independently.

VACANCY- GIS Officer for Coastal East Africa

WWF (World Wide Fund for Nature), the global conservation organization, is seeking a highly competent and outstanding individual to fill the position of GIS Officer for its Coastal East Africa Initiative. The duty station for this post is Dar es Salaam.

WWF Coastal East Africa Initiative (WWF CEA-I) intends to build and manage a geo-database to enhance its own (and partners) capabilities in conservation and planning in order to improve monitoring and communication of its work.  WWF-I is interested in developing its Geographic Information Systems (GIS) capacity in 3 main areas; spatial planning and landscape initiatives, monitoring and reporting, communication and advocacy. WW CEA-1 is engaged in a broader WWF Africa project which aims to develop an information system to gather and analyse environment and development data to help WWF and other environmental Civil Society Organizations advocate for better land use planning, make policy recommendations and intervene in high-risk development at an early stage. The Africa Land Use Planning and Early Warning System (ALES) will integrate environmental data with other data on major developments and conduct analysis that will consider the risk of specific development on ecosystems. The GIS Office position will primarily be responsible for WWF CEA-I engagement in the ALES project in the region.

Major duties and responsibilities: The GIS Officer will gather GIS and non-GIS information relevant to the Africa Land Use Planning  and Early  Warning System  (ALES) pilot phase, assess viability and consistency of information gathered, undertake analysis of development in selected sites, identify relevant indicators to help monitor WWF CEA-1 work, produce maps to support advocacy work, present  findings of the monitoring system to the WWF-network  and partners, and carry out other relevant duties.

Required qualifications and skills: Degree in Geographic Information Systems or any other relevant course or experience which includes environment monitoring and modelling using spatial analysis tools, at least 5 years proven experience with Arc GIS, creating and managing a geo-database, undertaking analysis and producing maps and other info graphics, excellent spoken and written English, availability and readiness to travel within and beyond the East African region.

2: Estate Officers -Mechanical Engineer

Purpose of the Job

To assist the Estate and Administration Manager in the supervision of refurbishment, maintenance and repair of mechanical installation in TRA buildings, motor vehicles and acquisition of new motor vehicle equipment, machines and motorized facilities.

 Major Activities of the Job

(i) Inspect and supervise refurbishment, maintenance and repair of TRA mechanical installations, motor vehicles, Generator and other machines offices.

(ii) Advise the course of action after inspection of the work.

(iii) Advise on specifications and designs acquisitions of mechanical requirements such as gensets, cooling systems and other motorized equipment.

(iv) Assist in preparation of bid documents for works.

(v) Participate in evaluating tenders and recommend award of contracts.

(vii) Assist in preparation of procurement plans and budget for mechanical work.

Purpose of the Job.

To provide stores and/ or procurement services to support TRA operations.

Major Activities of the Job.

(i) Identify stock item requirements for order placement.

The incumbent is involved in producing a detailed core network plan, after which he/she generates the source data for implementing the core network and defines the network element configuration parameters. The detailed Core planning starts from the predefined set of planning assumptions, which are then defined in the dimensioning phase. The detailed core planning produces the source data required for integrating the core network elements. The role includes planning for disaster recovery in the configuration of the Core Network. 1. Obtaining capacity requirements from the technical teams and consultants, and producing the Core Network Plan. This also entails full participation in the preparation and review of technical specifications in order to meet key network performance indicators and business requirements for new services and platforms.2. Participating in the analysis of existing Core Network platforms performance statistics and recommending necessary actions to technical teams and consultants.3. Participating in the preparation of Network Designs including the creation of destinations and sub-destinations, circuit groups, numbering plan analysis and changes, GT, short codes, signaling point codes, IP addresses etc. for Core Network, based on the naming and numbering conventions adopted, fixing the routing types and creating the routing source data for each network element4. Define CS Core Network signaling points, links and link sets, routes and route sets, as well as numbering plans, which include mobile subscriber international ISDN number5. (MSISDN) ranges, mobile station roaming number (MSRN) ranges, handover number ranges, voicemail access numbers, and network element numbering and addressing.6. Define the number groups used by each network element, and the charging zones and cases for the network, including determining the collection and transfer of charging records, and generate the corresponding source data for each network element.7. Leading all acceptance testing processes for the Core Network in liaison with8. Technical Consultants, as well as Network Deployment and Operations departments.9. Summary
This RAN Planning Engineer role is responsible for defining and periodically revising theRAN strategy to meet the requirements of marketing & customer services functions, aswell as fulfil the network KPIs as fixed by the Chief Mobile Officer (CMO). The incumbent is responsible for dimensioning the RAN according to the marketing and traffic forecasts, and to deliver the RAN budget. He/she leads the Master Plan studies and edits the roadmap for the introduction of the new technologies to meet the marketing requirements. Job summary

 

The Social worker is a motivated person who will provide support in execution of the Uzazi Bora research project. She/he will be responsible to the Research Assistant Supervisor and the duties will include but not limited to: 

 

  • Perform day-to-day data collection at community.
  • Contacting the selected study participants to discuss their experience during recent delivery and their involvement 
  • Respond appropriate to questions that the participants may have regarding the study
  • Scheduling time for visiting the participants at community
  • Conduct data collection using Community follow Up questionnaire
  • To ensure proper filling of data collection tools
  • Ensure that all data collected is kept physically secured all the time before submission to supervisor
  • Adhere to study SOP 
  • You are required to sign in/out in the attendance sheet on daily basis
  • Daily submission of correctly filled data collection tools to onsite supervisor
  • You will be required to attend all study project coordination meeting during the implementation of the project
